The call usually comes after the poles are ordered. Someone has a lighting or CCTV package priced, the columns are on their way, and then the question lands: what goes under them? By that point the base plate is fixed, the bolt circle is fixed, and the foundation has to be built around numbers that were decided elsewhere.

That order of events is backwards, and it costs money. So here is the practical version of precast foundations in the UAE: the main types, how a camera-pole base differs from a light footing, when precast beats pouring in the trench, and what actually drives the price.

What is a precast concrete foundation?

A precast concrete foundation is a reinforced footing cast and cured in a factory, then trucked to site and set on prepared ground. The alternative is forming and pouring the same footing in an open excavation on site.

The point of casting it in a yard is control. The concrete is batched and cube-tested to a known strength, any bolt cage is set in a rigid steel jig instead of by hand in wet concrete, and the finished unit arrives ready to level and backfill the same day. For repeated footings, that repeatability is the whole argument.

What types of precast foundations are there?

Three families cover most UAE utility and infrastructure work: pad footings, strip footings, and pole-type bases. They differ by the load they spread and the way that load reaches the ground.

A pad footing is an isolated block that spreads a concentrated load, from a column, a plinth, or a piece of plant, out over enough ground area to keep the bearing pressure within what the soil can take. A strip footing runs continuously under a wall or a fence line, sharing a line load along its length. A pole-type base anchors a single pole and, more than spreading load, resists the wind trying to tip it over.

The pole-type family is where we cast the most units, and it is where the detailing gets interesting.

How is a CCTV or camera pole foundation different from a street light footing?

A camera pole base has to resist twisting, not just overturning, and it needs a clean signal or fibre duct kept separate from the power run. A street light footing is sized mainly for wind overturning and a single power entry.

Here is why. A street light carries its lantern roughly over the centre of the column, so the wind load pushes the pole to tip about its base in a fairly symmetric way. A CCTV or camera pole hangs its cameras and housings on an outstretched bracket, off to one side and high up. Wind on that off-centre mass does two things: it tries to tip the pole, and it tries to rotate it, twisting the base plate against the bolt cage. That torsion is the detail people miss when they reach for a standard light footing and assume it will do.

The second difference is the ducting. A lighting footing needs one power entry. A camera pole needs power plus a data path, and on modern jobs that data path is fibre. Fibre does not like tight bends or shared pull-boxes with power cable, so the base should be cast with a separate duct, oriented to the trench, with a bend radius the fibre can actually take. Getting a second duct positioned right at the casting stage is trivial. Core-drilling one into a cured base afterwards is not.

We cast pole bases in C40/20 sulphate-resisting concrete with the bolt cage set in a jig, the same as a street light footing. What changes for a camera pole is the mass and the cage detailing to take the twist, and the extra duct. Where a project has a verified structural drawing, we build to it exactly. Where the camera loading is still being finalised, the selection factors above are what to lock down first: the off-centre load, the pole height, and the duct separation.

How do you size a precast pole foundation?

Four things set the base, and none of them is the price. Pole height and exposure fix the wind moment the base has to resist. The base-plate drawing fixes the bolt circle and bolt size. The cable and duct schedule fixes how many ducts and where they point. Ground conditions fix the concrete durability class.

On UAE lighting work the two standard pole bases are RTA Type 1 and Type 2. Type 1 matches poles in the 6m to 8m range with an M24 four-bolt cage. Type 2 is the heavier, deeper unit for 9m to 12m columns, stepping up to M30 bolts and more mass to resist the larger overturning moment. Both are cast in C40/20 SRC to BS EN 40-3-1, the European standard that sets out how lighting columns and their bases are verified against characteristic wind loads.

The sulphate-resisting part is not optional here. UAE subgrades and groundwater carry high sulfate levels, and standard cement degrades in that ground over time. BS 8500-1 classifies that exposure and points the mix design at the right sulfate-resisting cement, which is why our pole bases are cast SRC rather than plain OPC. A base that looks right on handover can be quietly failing years later if the mix ignored the ground it sits in.

When is precast better than a cast-in-situ foundation?

Precast wins on standard, repeated footings where bolt-cage accuracy, verified strength and programme speed matter. Cast in-situ keeps a place for unusual ground, very large one-off bases, and sites where delivery access is genuinely impossible.

The bolt-cage line is the one that catches people. Setting four anchor bolts plumb, on the right circle, at the right projection, in fresh concrete on a live carriageway is harder than it reads. A few millimetres out and the pole base plate does not sit down over the levelling nuts, and by then the concrete is cured and staying where it is. A jig-set cast removes that risk before the unit leaves the yard.

What does a precast foundation cost in the UAE?

There is no single figure, because a foundation is priced on its mass, its cage and duct detailing, and how many you need. As an indicative guide, precast street-light and pole footings run roughly AED 360 to AED 680 per unit. A standard Type 1 base in a single delivery zone sits at the lower end. A Type 2 base with an M30 cage, a 4-way duct and delivery to a remote site sits toward the top.

Camera-pole and sign or gantry bases sit outside that range in both directions, because the mass and the twist detailing vary far more than a standard lighting footing does. Quantity moves every number: a 200-unit highway run prices very differently per unit than a 15-base development entrance, because the mould and delivery cost spreads across the run. The concrete and steel in each unit stay the same.
