The call comes in the same way every time. A contractor is nearly finished with a wall between two units, or a compound wall near the plot line, and the consultant has asked for its fire rating. Nobody has a certificate. Somebody says “it’s concrete, concrete doesn’t burn,” and that answer gets the wall queried on inspection.
Concrete does hold up in a fire. But “fire rated” is a specific, tested number, not a general reassurance. Get the thickness and the paperwork right before you lay the wall and sign-off is routine; get it wrong and the fix is a rebuild. Here is what sets the rating and what Civil Defence checks.
What does “fire rated” mean for a block wall?
A fire rating is the number of minutes a wall keeps fire, hot gases, and heat on one side while staying standing. It is measured against three things at once: R (it keeps carrying its load), E (it stays intact and doesn’t let flame or smoke through), and I (its unexposed face stays cool enough not to ignite what’s touching it). A boundary or compartment wall is usually rated REI 120 or similar, meaning it holds all three for 120 minutes.
That last point catches people out. A wall can look solid and still fail the insulation criterion if its back face gets hot enough to ignite a curtain or a stored pallet on the other side. Mass buys the time on all three, which is why concrete blockwork rates so well: it is thick, non-combustible material for the heat to work through.
How thick does a block wall have to be to be fire rated?
Thickness is the single biggest driver of the rating. As a rough guide, a solid or grout-filled dense-aggregate wall of about 100 mm reaches roughly one hour, 140 to 150 mm reaches about two hours, and 190 to 200 mm can reach up to four hours. Do hollow or solid blocks change the rating?
For the same nominal width, a solid or grout-filled block beats an unfilled hollow one, because the fire has to get through a continuous run of concrete rather than a shell with an air gap. A hollow wall is rated on its equivalent thickness (the net concrete once you take the voids out), so a 200 mm hollow block behaves like a thinner solid wall for fire purposes.
Two levers close that gap on a hollow wall. Filling the cells with grout turns the voids into solid concrete and pushes the rating up. Plaster or render on both faces adds a protective skin that buys extra minutes on top. If your drawing calls for a two-hour partition and you want to use hollow block, filled cells plus render on both sides is the usual route rather than jumping to a thicker solid unit.
What fire rating does Civil Defence actually require?
The required period is set by what the wall does and what the building is, under the UAE Fire and Life Safety Code of Practice that Civil Defence enforces. It commonly lands between 1 and 4 hours. There is no single answer that fits every wall, which is exactly why an assumed rating gets queried.
The demanding case is usually a compartment wall or party wall separating two units or two occupancies. That wall keeps a fire in one tenancy from spreading to the next, so the code asks for a full period on it. A plain internal partition inside a single villa carries a lighter requirement, and a compound or boundary wall near a plot line may be treated as a separating wall depending on how close the neighbouring buildings sit.
Because the number is code- and occupancy-driven, read it off the fire strategy your consultant has prepared, not off a rule of thumb. Once the required period is known, spec a block and wall build-up that a certificate proves will meet it.

How do you prove the rating for approval?
You prove it with two documents, not a description. The first is the product conformity for the units: blocks made to Dubai Municipality DMS 001 Part 1: 2018 and ASTM C90, at the strength grade the structural drawing asked for. The second is the fire-resistance classification for the wall build-up you are using, which ties your thickness, block type, filling, and finish to a tested period.
