A box culvert order goes wrong in a predictable way. Someone sends us the span and the height, we quote, and then the section drawing turns up with two metres of fill and a note about H20 loading, and it’s a different box entirely. The opening was never the hard part. What sits on top of the culvert is what decides the steel inside it.
So here’s the part of the spec that actually moves the design: the load class and the cover depth. Get these two right and the wall thickness, the reinforcement, and the price follow. Get them wrong and you’re re-casting after the trench is open.
What does “load class” mean for a box culvert?
The load class is the traffic loading the culvert’s top slab and walls are designed to carry. It’s the difference between a box under a footpath and a box under a six-lane carriageway with loaded trucks on it.
A buried box culvert isn’t a static thing sitting quietly in the ground. Every time a vehicle passes overhead, its wheel loads travel down through the fill and press on the top slab. The heavier the traffic and the closer it gets to the concrete, the more steel the slab needs. The load class is how that traffic gets written into the design, and it’s the single biggest driver of the reinforcement cage.
What loads does a buried box culvert actually carry?
Three, and they stack. The earth fill above the box, the traffic moving over it, and the one people forget: the construction plant that runs across it before the permanent road exists.
The dead load is the weight of the fill and the road build-up sitting on the top slab. That’s steady and easy to account for. The live load is the traffic: cars, trucks, the occasional overweight permit vehicle. The awkward one is the temporary construction load: a loaded dumper or a mobile crane tracking over thin fill during the backfill stage, before the road structure is there to spread it. On a lot of jobs, that construction phase is the worst load the culvert ever sees. If nobody flags it, the box gets designed for the finished road and quietly overloaded during its own installation.
HA/HB or HS-20/HS-25: which loading applies in the UAE?
Both show up. UAE consultants mostly work to the European system, BS EN 1991-2 Load Model 1, which replaced the older HA and HB loading from BD 37. But plenty of specifications still call for AASHTO HS-20 or HS-25 where an American standard governs the job. The drawing tells you which.

The point isn’t to memorise the tables; that’s the design engineer’s job. The point is that the box you order is only right for the standard it was designed against. A culvert designed to HS-20 dropped onto an HS-25 job is under-reinforced, and you won’t see it from the outside.
How much cover do you need over a box culvert?
Enough for the wheel loads to spread before they reach the top slab. For a trafficked road that’s typically 300mm to 600mm of compacted fill, though the design engineer sets the actual figure. More cover spreads the load over a wider area of the slab, so the concrete feels a gentler, more distributed pressure instead of a sharp point load.
There’s a ceiling too. Pile on too much fill and the dead weight itself starts to govern, so a very deep culvert gets designed for earth pressure rather than traffic. Most UAE drainage boxes live in the sensible middle: enough cover to protect the slab, not so much that the fill becomes the problem. When the road profile won’t allow normal cover, the answer isn’t to skip the design check. It’s a purpose-built shallow-cover box — or, on a wide crossing, splitting the waterway into more cells so each span stays short and the slab over it stays thin. Either way, that brings us to the cost.
Does shallow cover make the culvert more expensive?
Generally, yes. Less fill over the top slab means traffic loads arrive more concentrated, so the slab and walls carry more steel and often a thicker section. Our boxes run 150mm to 300mm wall thickness depending on exactly this. A shallow-cover culvert under a busy road is one of the more heavily reinforced units we cast.
That’s the trade the road profile forces on you. If the levels let you bury the box under a decent depth of fill, the design is lighter and the unit is cheaper. If the invert has to sit high and the cover is thin, you pay for it in reinforcement. It’s the same pricing logic that runs across every box culvert size: the section and the loading move the number far more than the raw dimensions do. Indicatively the range is AED 480 to AED 2,600 per unit, and a shallow-cover, high-load box lives at the top of it.
What about the loads during construction?
The heaviest load a culvert ever sees is often a loaded dumper or a crane crossing it on thin temporary fill, before the permanent road is built. This has to be designed for, not hoped through.
We cast our box culverts in C40/50 RCC to BS 5911-6 and ASTM C1577, and the cage is designed for the governing traffic standard. But if the site plan has 30-tonne plant tracking over the culvert during backfill, that’s a separate load case. Tell us at quote stage. It’s a cheap conversation before casting and an expensive crack afterwards. The bedding and backfill sequence matters here too: proper compaction on both sides is what lets the box shed those temporary loads the way the designer assumed it would.
What to confirm before you order
Five things settle the design. Lock them and the quote comes back right the first time.
- The load class. BS EN 1991-2 Load Model 1, an HS class, or a project-specific vehicle; the drawing states it.
- The cover depth. Finished fill from top of slab to road surface, minimum and maximum.
- Construction loading. The heaviest plant that will cross the box before the road is built.
- The section. Internal span, height, cell count, and wall thickness from the drawing.
- The governing spec. Municipality, RTA, or consultant standard the culvert answers to.
